-how does one do a transparent background for those kinds of art where you don't want a background and simply want it to be transparent because my sketchbook pro app on my ipad doesn't have that function---

I use medibang paint pro. There's usually a feature toake it transparent. Fit a background of white and light grey squares is there, then it'll be transparent
